Konjunktiv I is the mood of reported speech. In journalism and formal reports it signals that a statement is being relayed, not endorsed: Der Minister sagte, er sei zuversichtlich.
How it works
Form the Konjunktiv I from the verb stem plus -e, -est, -e, -en, -et, -en. The third person singular is the workhorse of reported speech: er sei, er habe, er komme, er könne, er werde, er wisse. It stays the same regardless of the reporting verb's tense.

Good to know
When the Konjunktiv I coincides with the ordinary indicative — as in ich habe or sie haben (identical to the present) — the mood would be invisible, so writers switch to Konjunktiv II: Sie sagten, sie hätten keine Zeit gehabt (not sie haben). Only sein keeps distinct forms throughout, which is why sei is so frequent in the press.
