The family n'importe + a question word means "any(one/thing/where/when)" — a free choice with no restriction: n'importe qui peut le faire (anyone can do it).
How it works
Combine n'importe with a question word: pronouns qui/quoi (people/things), adverbs où/quand/comment (place/time/manner), and the adjective quel(le)(s) before a noun or lequel/laquelle standing alone. Ex.: Achète n'importe quoi (buy anything), Viens n'importe quand (come whenever), Prends n'importe quel livre (take any book).

Good to know
Distinguish the pronoun from the adjective: n'importe qui/quoi stand alone, but n'importe quel must precede a noun and agree — say n'importe quelle voiture, not n'importe quel voiture. Colloquially, n'importe quoi alone means "rubbish/nonsense" (Tu racontes n'importe quoi = you're talking nonsense), and c'est n'importe quoi = "that's ridiculous."
