Deutsch — Passive with modals

German combines a modal verb with the passive to say that something must, can or should be done: Das muss gemacht werden.

1

How it works

✓ Rule

Build it as modal (muss/kann/soll) + Partizip II + the infinitive werden at the end: Das muss gemacht werden (that must be done), Der Brief kann heute geschrieben werden. In the past, the modal moves to Präteritum: Das musste gemacht werden.

Examples

Modal + passive across tenses
German Meaning
Das muss gemacht werden. That must be done. (present, necessity)
Das kann gemacht werden. That can be done. (possibility)
Das soll gemacht werden. That is supposed to be done. (instruction)
Das musste gemacht werden. That had to be done. (past, necessity)
Der Brief kann heute geschrieben werden. The letter can be written today.
Die Arbeit sollte bis Freitag erledigt werden. The work should be finished by Friday.

Good to know

⚠ Note

Two infinitives sit at the end and their order is fixed: Partizip II first, then werden — gemacht werden, never "werden gemacht". In the perfect tense German uses the double-infinitive construction: Das hat gemacht werden müssen, but everyday speech usually prefers the simpler Präteritum Das musste gemacht werden.
