The verbal periphrasis volver a + infinitive expresses that an action happens again: Volví a leerlo means "I read it again".

⚠ Note
The a is obligatory: say volver a empezar, never volver empezar. With object pronouns you may attach them to the infinitive (volví a leerlo) or place them before the conjugated verb (lo volví a leer) — both are correct.
